It happens on both the Windows and Linux versons of IDV 1.21 This is a known problem with the GFS grids (see: http://my.unidata.ucar.edu/content/software/idv/docs/userguide/Bugs.html#faq1_cat3_11 since they are on a latitude/longitude native grid. The problem is that we don't take into account the variation of longitude in the y direction. I hope to be able to fix that by the next release.
