The problem is that your browser is set up to run an old version of Web Start (1.0.1) and a JRE of 1.3.1. The IDV requires Java 1.4 so it WebStart is trying to download a new version of Java that is compatible. Your system does not allow you to install it where it wants to, thus the error. The solution is to change the browser to point to a 1.4 or later version of Java Web Start. When the dialog comes up asking how to launch the JNLP file, use the selector to find the java web start program (javaws) in the jre/javaws directory of a later release of java on your system. You also should clear out your old ~/.javaws directory since it will be incompatible with the new java web start.
