The contours will only go from the max and min values. In this case, you have a range from 7.9 to 8.2 and an interval of 0.014999986 To draw the contours, it has to interpolate between the points in the grid and draws the 8.2 at the point where the edge of the color filled lines are. Since there is not another contour above 8.2, it cannot fill between the 8.2 and the next. If you set the max to be 8.215 (max + one more contour interval) or higher, you'll fill above the 8.2 line.
