[Support #KDO-667000]: nc.h (2)

Hi Reimar,

The config.h that libsrc/nc.h wants is the one in the parent directory of 
libsrc that is generated from config.h.in by configure.  It gets compiled with 
a -I.. that specifies the parent directory to use to find it.

The latest netCDF snapshot release:

  ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf-beta.tar.gz

builds shared libraries (is that the same as "dynamic link library") by using 
the "--enable-shared" option on the configure statment.
