That was the problem...
GEMPAK's ps was in the 'way'

Is SELinux enabled? That's often the culprit. It will prevent the rsyslog system from allowing changes like that. either set SELinux to permissive or disable it.

Installing LDM on CentOS 6.3 with either rsyslog or syslog-ng daemon

configure: error: system logging daemon not running


I verified rsyslog is running
[root@ldm ldm]# /sbin/service  rsyslog status
rsyslogd (pid  14844) is running...
