Can one build the Fortran bindings without building beforehand the C bindings? I don't think so. At least not up to NetCDF 4.3.0 (C), 4.2 (Fortran) , cxx4-4.2.1 (C++), the last ones I built. As far as I know, everything linked to the Fortran bindings (-lnetcdff) requires linking to the C library as well (-lnetcdf). Likewise for C++. Isn't this the chain of wrappers?
